Patrick Brightwell, manager of a contracting company, was hired hired by the National Park Service to clean the National Mall's storm water sewer system between 2009 to 2011.
Waste water from the National Mall is supposed to be dumped into a treatment plant to prevent over-pollution of the Potomac River. Instead, Brightwell instructed his employees to dump the water into a nearby storm drain, which in turn directly drains into the Potomac River. This past June Brightwell pleaded guilty to violating the Clean Water Act, he has been sentenced to 10 months in prison and will pay $270,000 in restitution to the National Park Service.
